Gary and Chanel Rains became the proud parents of Scott Lee Rains on August 13, 1971 in San Diego California.
As you all know, Scott had many odd jobs growing up but his most memorable was his 12-year career with San Diego Metropolitan Transit System. Scott established himself as an esteemed employee and valued colleague. Scott first began his career with the Agency as a Train Operator in 1996. However, after a year of operating trains, he had the opportunity to pursue his interest in law enforcement and was transferred to the job of Code Compliance Inspector. While working in this role, he continued to take law enforcement classes at Miramar College, and after three years, he was promoted to Code Compliance Supervisor in January 2000.
Scott's work ethic, attention to detail and willingness to help out whenever needed continued to serve him well as a supervisor. In fact, just two and a half years after his initial promotion, he was promoted yet again. This time it was to Regulatory Specialist II where he was responsible for enforcing taxicab regulations. He was employed with them until 2007.
In addition to receiving promotions, Scott's excellence was not only recognized through numerous formal commendations and awards but also by the kind words of his coworkers and supervisors. From 2004 to 2013 he was also a Railroad Police Officer, another agency that he loved and was proud to belong to. In 2007 he left MTS to join and become an Investigator with the Public Utilities Commission where he was employed until his passing.
He loved doing projects such as helping his dad, Gary, tile a house or move. Scott was very eager to learn how to do new things. He was always ready to come and help anyone who needed it at the drop of a hat. He also loved really politically incorrect humor and stand-up comedians such as Ron White and Jeff Dunham. He loved to cook for his family and trying new recipes.
Scott is at peace now in the arms of the Lord. He is survived by his loving wife, Edna, step daughters Andrea and Kendra (Little B) Moraga, his mother, Chanel Rains; father and stepmother, Gary and Linda Rains; his brother and sister-in-law, Robert and Gena Rains and his niece and nephew Sierra and Joshua Rains. He is also survived by his best friend and pet, Noose as well as Kelly and Gunther. He will be missed and remembered deeply.
A Memorial Service will be held Thursday, April 18, 2013 1:00PM at the 1st Lutheran Church 867 S. Lincoln Avenue, El Cajon, CA 92020
